Hydro-Québec contracted Santerre Électrique for the construction of the 345 kV transmission line in order to connect the Rivière-du-Moulin Wind Farm to the grid. The company mandated Activa Environnement to perform environmental monitoring of the construction site. The mandate consisted of ensuring that work was performed in compliance with applicable laws and regulations, and in conformity with the conditions stipulated in authorizations and Hydro-Québec policies and specifications.
